Director of Quality / Risk / Infection Control – Midland/Odessa, Texas

 

Signet Health is seeking an experienced Director of Quality / Risk / Infection Control for the new hospital – Permian Basin Behavioral Health Center, located between Midland and Odessa, Texas.  The facility is scheduled to open Spring 2026. 

 

The Director of Quality/Risk/Infection Control leads initiatives to ensure patient safety, high-quality care, and regulatory compliance in healthcare, focusing on improving outcomes, preventing infections, managing risks (patient safety, financial, operational), analyzing data for trends, implementing best practices, and educating staff, all while ensuring adherence to standards from bodies like The Joint Commission.

Responsibilities Include:

  • Program Leadership & Development: Develop, implement, and annually review the improvement of the behavioral health facility’s performance, risk management, and infection prevention and control plans.
  • Regulatory Compliance: Ensure continuous survey readiness and compliance with the Texas Department of State Health Services (DSHS), Centers for Medicare & Medicaid Services (CMS), and other regulatory and accrediting bodies.
  • Surveillance & Analysis: Oversee the systematic collection and analysis of data related to infectious outcomes and adverse events to identify trends and areas for improvement.
  • Risk Mitigation: Conduct comprehensive risk assessments, prioritize potential risks, and recommend evidence-based strategies for risk reduction in patient and staff safety.
  • Policy Management: Develop, maintain, and enforce policies and procedures related to quality, safety, and infection control, integrating evidence-based practices and current best practices.
  • Staff Education & Training: Provide orientation and ongoing education to staff regarding infection control principles, safety protocols, and performance improvement initiatives.
  • Outbreak Management: Lead and facilitate the facility's preparation and response to emergent infectious diseases, including investigation of clusters and outbreaks.
  • Committee Participation: Chair or participate in relevant committees (e.g., Quality Committee, Infection Control Committee, Medical Executive Committee) to present findings and coordinate activities.
  • Management Responsibilities: Manage department staff, including planning, hiring, training, and performance evaluation. 

 

Requirements/Qualifications

Qualifications:

  • Education: 
    • Bachelor's degree in a health-related field, Master's degree (e.g., MSN, MHA, MPH) strongly preferred.
  • Experience:
    • Significant experience (often 5-7+ years) in a healthcare setting, with direct experience in quality improvement, risk management, or infection prevention roles is necessary.
    • Specific knowledge and skills in behavioral health service delivery systems and treatment methods are often required for behavioral health settings.
    • Previous management or progressive leadership experience is generally required.

 

  • Licenses & Certifications:
    • An unencumbered TX license to practice by the State Board of Nursing (RN) or other relevant healthcare license/registration is frequently a requirement.
    • Certification in Infection Control (CIC), Certified Professional in Healthcare Quality (CPHQ), or certification in risk management is often required or highly desirable.

 

  • Skills:
    • Comprehensive understanding of healthcare regulatory and compliance requirements.
    • Knowledge of performance improvement methodologies (e.g., Lean, Six Sigma, PDSA).
    • Strong analytical skills for data collection, analysis, evaluation, and interpretation.
    • Effective communication and leadership skills to foster a culture of safety and collaboration across departments. 

 

 

Hospital/Program Description

The Permian Basin Behavioral Health Center is a mental health facility located between Midland and Odessa. The Center will provide inpatient and outpatient mental health services to help individuals of all ages overcome their challenges. This exciting partnership between Midland County Hospital District and Ector County Hospital District marks the start of a new chapter in the future of behavioral health in the Permian Basin.  PBBHC is scheduled to open spring 2026.
